Without the bias of him wanting to join my club, I would agree, players need extensive gametime in order to develop and should rarely settle for becoming a sporadic/prospect. However, I'd argue if there was a top 6 this player should join, it should be Liverpool. For all the faults of the club, it has been shown that most of the signings the club makes gets gametime at the club, and the system/coaching slowly intergrates players in a way where there's very few cases of players not making it. Davies and Taki are the only players in recent years where they haven't become beloved regular players, even rotationally. Especially compared to Spurs, in my opinion a poorly ran club, if Fabio was to join a top 6 club, Liverpool would be his best shot at successfully making it to the first team in future.
