I think it's more a menality issue really, he's overly selfless and often will pass to a teammate even if shooting may be the better option, maybe some sort of mindset that he's not good enough, but he has showed that he's capable of good shots, a lot of the shots he gave against the keeper today were actually pretty decent. I did make his finishing a bit lower though, but I'll drop the shots a tiny bit I suppose.
