Rules for Whole Career Mode:
1. Any signings from outside UK+Ireland must be approved by transfer committee. This is for players that do not represent a British Isles NT and do not play in England, Ireland, or Scotland (at the start of CM). 
>>1a. A player has been approved if 2 YES votes are given before 2 NO votes.
>>1b. The committee has the right to approve or deny for any reason. 
>>1c. All Pre-Contract signings must be approved by transfer committee. 
2. No transfer business with Ipswich, at all. 
3. Loans do not count towards transfer rules(wage must still be below the allowed amount). If one does a loan with purchase option, the purchase option goes into effect if/when the player joins the squad.
>>3a. Free Agents are considered signings and are subject to all related rules.
4. NO DUPLICATE SIGNINGS. 
5. Wes Hoolahan must have 10 league or cup appearances by the end of the season. 
6. If one intends to break the fee or wage cap, they must approval from transfer committee.

Rules for Window #1 (July/August 2017):
1. Must sign a U23 talent that is from England, Ireland, Scotland, Wales, or Northern Ireland with potential at least 77.
2. Must sign a "first team quality player"from outside of UK/Ireland, that gets approved by the transfer committee.
3.Must sign at least 3 players, but no more than 8 in the first window.
4. Maxfee is 13m, max wage is 40k.
